Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid, emphasized that the key to fighting land mafia is not just law enforcement.
But the moral fortitude of officials to refuse to be drawn into collusion.
According to him, all efforts at digitalization, improving governance, and strengthening regulations will be in vain if there are still loopholes for compromise within the ATR/BPN Ministry. (11/17/2025).
“As long as the BPN staff refuses to collude, land mafia will flee. They can only operate if the door is opened from within. If we firmly close that loophole, they will disintegrate,” Minister Nusron emphasized.
His statement that “the mafia will still exist until the end of the world in less than two days” is simply an affirmation that criminal practices will always find loopholes in various forms, wherever and in whatever era.
This statement is not an expression of pessimism, but rather a philosophical awareness that every modern nation is constantly confronted with two forces: those who maintain order and those who seek to disrupt it.
Therefore, the primary strategy is not simply to pursue the perpetrators, but to strengthen the state’s primary bulwark, namely the integrity of the Ministry of ATR/BPN officials.
“We eradicate them, but they will reappear in a different form. What changes is only their model, not their evil intentions. The most effective way to deal with the land mafia is to ensure that BPN personnel are strong.
Proper, and firm in enforcing the rules,” said Nusron Wahid.
He added that the professionalism of the apparatus, administrative discipline, and full compliance with Standard Operating Procedures (SOPs) are the foundation for eliminating all opportunities for land mafia to operate.
There must be no compromise, no matter how small.
“As long as officials and employees refuse to collude, the mafia will not be able to penetrate. No matter how hard they work, if we are not tempted, they (the land mafia) will surely fail,” said the Minister of ATR/Head of the National Land Agency (BPN).
Minister Nusron emphasized that the state will always be present in every land issue and ensure that all case resolution processes are objective, transparent, and in accordance with the law.
To that end, Minister Nusron conveyed the message that cleaning up Indonesia’s land sector begins with the firm internal integrity of the ATR/BPN.
